The UK government’s new immigration white paper, released on 12 May 2025, marks a serious shift in expectations for universities sponsoring international students.
Among the most significant changes intended are two new metrics:
- 95% enrolment rate (up from 90%)
- 90% course completion rate (up from 85%)
These are now central to the Basic Compliance Assessment (BCA). Institutions falling below them won’t necessarily lose their licence – but they will be under scrutiny. And the difference between a manageable audit and a major issue often comes down to one thing: how well you can show your work.
